These 3 tabs are speculated to be one tab specifically for the "monsters", one for the new pixel art blocks, and the last one for the particles. Also in the video, the edit button to rotate a selection 45 degrees isn't grayed out when static blocks are selected.
This likely means that static blocks are rotatable now. RobTop explains his reason for adding the system was because of a new block that needs to be placed in a correct order along with edge variations.
